Check every detail on your card
Check that your name, date of birth and other details on the card are correct. If USCIS made the error, you generally file a new form but do not pay a new fee.
Start USPS Find Missing Mail if it isn’t there
If USPS tracking says delivered but you do not have the card, start the U.S. Postal Service’s Find Missing Mail steps straight away. USCIS says to begin as soon as you believe your mail is missing.

What if USPS says delivered but I don’t have the card?
Start with USPS: USCIS points people to the Postal Service’s Find Missing Mail process and says to begin it as soon as you think the mail is missing. Check with neighbors and your building’s mail area too.
If the card does not turn up, USCIS says you generally need to file a new form to have it reissued. For a green card, the I-90 instructions say that if the card was mailed to the address you gave and never came back to USCIS, you file as a lost, stolen or destroyed card.
Do I have to pay again to replace a card I never received?
It depends on whose error it was. USCIS says you generally do not pay a new fee if you did not receive the document because of a USCIS or Postal Service error. If the card was delivered to the address you provided, expect to file and pay as for a lost card.
